Mexico's Riviera Maya has one true overwater address, the Palafitos at El Dorado Maroma, and it books out months ahead. The rest of this list runs south into Belize and Panama, where small independent operators have built cabanas on stilts over Caribbean water for a fraction of a Maldives rate. Bocas del Toro in Panama and the cayes off Placencia and Dangriga in Belize hold most of them. Expect timber structures over shallow, sometimes cloudy water, often reached by a boat ride of half an hour or more, and staff counted in single figures.
